NEMSA and LASERC Forge Strategic Partnership to Strengthen Electrical Safety and Technical Standards in Nigeria

The Nigerian Electricity Management Services Agency (NEMSA) has reaffirmed its unwavering commitment to deepening collaboration with the Lagos State Electricity Regulatory Commission (LASERC) in a concerted effort to enforce technical standards, enhance electrical safety protocols, and support the development of a reliable, efficient, and sustainable electricity market across Nigeria.

This commitment was formally articulated by the Managing Director and Chief Executive Officer of NEMSA, who also serves as the Chief Electrical Inspector of the Federation, Engr. Olusegun M. Adesayo FNSE, during a high-level courtesy visit by the LASERC delegation, led by its MD/CEO, Mrs. Temitope George, to the NEMSA Corporate Headquarters in Abuja.

Welcoming the LASERC team, Engr. Adesayo characterized the visit as particularly timely, given the transformative shifts occurring within Nigeria’s electricity sector following the enactment of the Electricity Act 2023 and the growing influence of state-level regulators in shaping market dynamics. He emphasized that this engagement offers a valuable platform for both institutions to deepen institutional synergy, exchange technical expertise, and co-develop actionable frameworks for cooperation. Key areas of focus include electrical safety enforcement, technical inspections, compliance monitoring, metering standards, capacity development, and robust consumer protection mechanisms.

According to the NEMSA MD/CEO, a fortified collaboration between the two bodies will significantly enhance adherence to technical regulations, bolster the confidence of both investors and consumers, and contribute meaningfully to the delivery of a safer, more dependable, and sustainable electricity supply nationwide. He commended LASERC for its commendable progress in establishing a resilient regulatory architecture for the Lagos electricity market and reiterated that NEMSA remains the statutory agency mandated to enforce all technical standards and regulations about electrical installations, electricity meters, and other electrical equipment—crucial measures designed to protect lives, property, and critical national infrastructure. He further stressed that achieving a safe and resilient electricity sector demands sustained cooperation among regulators, operators, licensees, and all relevant stakeholders.

In her remarks, Mrs. Temitope George underscored the critical importance of strategic partnerships in building a commercially viable electricity market in Lagos State. She noted that the Lagos State Electricity Law 2024, recently signed into law by Governor Babajide Sanwo-Olu, represents a landmark achievement in the state’s reform agenda. The legislation established LASERC, the Lagos Independent System Operator (LISO), and the Lagos State Electrification Agency to drive competitive and sustainable market growth. Recognizing NEMSA’s pivotal statutory role under the Electricity Act 2023, she proposed a formal LASERC–NEMSA Technical Safety Partnership anchored on both federal and state legal frameworks. This partnership would focus on harmonizing technical standards, joint inspection protocols, shared databases of certified contractors, public safety awareness, mini-grid compliance, artisan professionalism, and consumer protection. She also advocated for multilingual public campaigns in English, Yoruba, and Pidgin to educate the populace on overload prevention, safe installations, and the perils of electricity theft.

Both organizations expressed optimism that this partnership will serve as a model for effective federal-state cooperation, promoting safer infrastructure, a skilled workforce, and enhanced consumer confidence nationwide.
